The Campaign Organizer system (CO) is a powerful, easy to use program that handles many of the details of managing a political campaign office. It tracks supporters, volunteers, contributors, event schedules and vendors. It prints your own selective telephone directories and mailing labels, and the FEC Contributions Detail Reports (Form FEC-3). It creates mail merge files for WordPerfect. It's your on-line electronic telephone directory that can always be current.
CO requires a minimum of an IBM compatible PC with DOS 3.2 or higher, 640K of RAM and a 40 megabyte hard disk with at least 3 megabytes free - it will also run quite well on a Pentium. You can start with the "boat anchor" no one wants and upgrade as your needs grow. The recommended minimum PC is an 80386 or better and a 120 megabyte or larger hard disk. CO does not support a mouse, as data entry is much faster when all functions can be performed without removing your hands from the keyboard. CO supports printers compatible with HP LaserJets and DeskJets, and those compatible with the Epson FX80.
When CO is started, it checks your computer for available resources that may be used by CO and its auxiliary programs. The results of this check are displayed briefly and will look something like this:

The "v9XXXXX" entry is the version of the program, which changes whenever the program is changed or updated. Please write the version of your program and the information about your computer on the form provided in the front of your manual. This information is required if you ever need to call the CO support number. The name of your committee is entered the first time you run the program. It is used to personalize the main menu and is required for FEC reports.
The menu selections will be covered in the following pages in the order that they appear on the menu. Most menus in CO only require that you press the letter associated with the item you wish to use. For example, pressing A at the "Enter your choice" prompt brings up the Names Main Menu:

The name, address, and entry type (individual, PAC, etc) fields are required for FEC reports. The Qualify field is required for creating selective mailouts. All entries default to a qualification level of 2 (interested) and may be raised (volunteer work, contribution) or lowered (opponent) as appropriate for your organization. The ID# is created by CO to uniquely identify each person entered and allow tracking that person's contributions. Other fields may be used as required. These fields can be customized for your organization. Contact John Carter for pricing and availability. Most entry screens in CO have specific instructions displayed on the last one or two lines. For example, most entry screens allow you to exit work in progress without making any changes by pressing the "Esc" key and will have the words "Esc to abort" displayed at the bottom of the screen.
Pressing B at the Names Main Menu brings up the Browse choice screen. You may choose a last name (or partial last name) at which to start scanning the entries, or you may start at the beginning as shown below:

Entering a partial name and pressing "Enter" will bring up the first matching name (if any) or will give you a "Retry or quit" prompt if there are no matches.

This displays the information you entered via the Add screen except for the "$" to the right of the spouse's name. The "$" here indicates that this person is a contributor. This screen also has instructions at the bottom. Pressing C at the Names Main Menu brings up the Change selection screen. When changing an entry, you may select by last name or first name, either the full name (Johnson) or a partial name (Joh). If there is no match, you may try again. If there is a match, the match(es) will be displayed and you can select the correct one.

If you answer anything other than "Y" at the prompt, the delete is canceled. If this person is a contributor, you will not be able to delete this entry. This ensures that all the FEC_required records are available each quarter. If this person is not a contributor, pressing "Y" will delete this entry.

You can select the supporters to receive a mailing by any one category listed. Pressing "K" allows you to enter up to a 20 character key to be searched for in the Comments field. Depending on your needs, you may have such things as "doctor", "farmer", "real estate" or other appropriate entries in the Comments field. Selecting by Qualification allows selecting either a single level, or all levels at and above a starting point. Selecting level "3" gets all the level 3 people. Selecting level "3+" gets all level 3 and higher people.
When the desired people have been selected, the data must be converted to a format recognized by WordPerfect. You will be prompted for the floppy drive to which to write the merge file as follows:

The merge file is always written to a floppy disk to prevent filling your hard drive with forgotten files.
Pressing B at the Names Mail Merge Menu adds one line to the menu screen. You can then enter the two character county code.

Events should always have a Point of Contact and should always be verified in advance. Since the candidate will have some scheduled events that are open to the media and some that are not, the "Release to Press" field should be coded appropriately. The Time, Duration, and Travel Time have varying degrees of importance at each event and should be used as needed. A speech at the Chamber of Commerce has a specific Date, Time and Duration, a day at the County Fair has a Date and possibly a Time.

You can print the entries for a single date or for a range of dates. You can also choose to create a list for the media that shows only the events previously marked as OK to release to the press.

These entries follow the same pattern as the other menus, with a couple of exceptions. The Update entry compiles a total of contributions by election type (Primary, General, Runoff, etc) for each contributor for use in printing reports. Summary data is normally updated whenever contribution information is added or changed. The Update function is provided to ensure correct data before processing FEC reports.
The Contributions entries have an audit trail which includes the person making entries and the type of entry (add, change, delete). Access to the Contributions requires the entry of the user's initials and the type of election for which the contribution is intended.

When you enter a person's name for adding a contribution, the name is checked against the existing supporters. If it exists, the contributions entry screen is displayed. If not, you are reminded to enter the person via the Names Add entry screen.

One of the most frequently needed pieces of information about your supporters and workers is a phone number. The Directory search item on the CO Main Menu provides fast access to phone numbers by name. Even the first few letters of the person's last name are enough to start the search. Whether the name is Carter, Carson, or Carpenter, the letters CAR will find all the matches.

If you have many vendors to track you will find the vendor database helpful. If you include the vendor's product line in the Products field, you can search for a vendor by product type. Instead of each office worker having to remember that Nekoosa Products is your local copy paper supplier, you can enter "copy paper" in the products field for that vendor. Anyone needing to know which supplier to call can search the products field for "paper" and find the right vendor.

Since the media truly make or break a campaign, you need to track the various media types in your campaign area. The media database lets you indicate the type (newspaper, radio, TV, etc.), whether friendly/neutral/negative, even if it's a long distance call to the fax machine.

The selection of a Media record to change or delete is slightly different from the selection of people's names. You must enter the first full WORD of the media name to access it. For the Berry College newspaper, the word BERRY is required not just the letters BER. This is done to speed up access. You are much more likely to have the complete name of a newspaper (from the top of every page).

Having the media information available electronically allows you to multiply the hours in your day. CO can create fax phonebooks for the Intel SatisFAXion fax card. (Support for other fax cards will be available in later releases.) This allows you to create a press release with the word processor on the PC, then send it to a media group overnight (lower phone rates) while you do other things. If you need to mail to a media group, CO can also create mailing labels.

To allow for the random glitches that creep into all computer operations, CO has the ability to re-create all the index files it uses to order the data. This prevents data corruption when "Don't trip over the extension cord!" accidents happen. This can be selected from the Main Menu and it provides progress reports as it completes. The time this process takes depends on the number of people, contributions, and vendors you have and on the speed of the PC you are using.

Since CO is a work in progress, some menu items may be wishlists from the people doing field-testing. These items normally do not show up on the menus. If an under-test function is left on the menu during testing it will display the following screen when you attempt to access it.

Campaign Organizer is a copyrighted work and may not be duplicated without the written permission of the author. You may not loan, sell, or give the software to another person unless that person receives ALL the disks and manuals that make up the package and you remove from your computer all programs that make up the Campaign Organizer system. You may not install the Campaign Organizer software on more than one computer if there is a possibility of both computers being used at the same time.
